Is there any consensus about what a 'cock-horse' is or, more intriguingly, why you would ride one to Banbury Cross to look at a lady with rings on her fingers and bells on her toes?

I believe a cock-horse is generally taken to be a hobby-horse, ie a stick with a horse's head for young children to "ride".
