Jon - I have a 3 year old Panasonic video recorder, which records and plays back subtitles. It also plays the closed caption subtitles which are on some (but not all) commercial videos.
I've just looked at the RNID website and unfortunately Panasonic no longer make the video recorder. But the RNID do a closed caption reader:

Hmmm. What I really want is something that records subtitles off the TV. Actually what I really want is a DVD-R, but I may have to wait a year or two ... still, given the tiny number of TV shows I actually watch these days, I can survive for a bit, I think.
