That's a very interesting idea, although given how little SpecOps apparently knew about bookjumping before TEA I have some doubts about whether THEY would have had such a songjumping section at that period... An organisation independent of them (but probably linked to Jurisfiction, although separate since the days of the Oral Tradition) seems more likely to me. 'LyricAction', maybe?
A musical equivalent of the Prose Portal, hmmm. My Thurday books are a couple of hundred miles away, so I can't check on how the portal worked. (which also explains why I'm a little hazy about some of the other details).
A musical portal would need to be tuned in to the right song in order to use it. The Lyric Lyre ? A huge lyre, which has to be tuned to the right song, then you step into it.
