There is only ONE way to reduce the numbers of public servants... You reclassify them as consultants and pay them another 25% on top of their regular wages. That way it *looks* as though the numbers are being reduced.
Of course, to do that you'd need to employ more people for facilitation, administration and other sundries.
If you employed another two thousand it could conceivably happen in the next six or seven years...
